The Richland County First Steps Partnership Board was one of the first five county boards in the state to receive grant monies from the S.C. First Steps to School Readiness program.

Richland volunteers began working in January, 2000 to plan a First Steps program, a state-funded, county-directed effort to improve the educational readiness of children entering the first grade. Working closely with the community and relying heavily on volunteers , the Richland Partnership Board was awarded state funding in September, 2000.

Every child in Richland County will arrive at first grade healthy and ready to succeed in school.

Mission

Through family and community involvement, RCFS will assist children to reach school healthy and ready to learn.

Core Ideals

To achieve our Vision and Mission, we will focus on the child, the family, and the community with the following ideals:

Every child enters school healthy and ready to:

  • Grow in self-awareness and self-esteem
  • Read with enjoyment
  • Develop socially, emotionally, and academically
Every family understands:
  • Each parent is important to the child?s development
  • The need for a stable medical home
  • The need for ongoing learning experiences for the entire family
  • Reading aloud and verbal communication is essential to language development
  • Their priority role is the development of the child
Every community recognizes:
  • The importance of early childhood education and its role in insuring that resources are available for each family
  • The importance of community partners and leaders to enhance the goals of First Steps
  • Our programs are research-based and outcomes oriented
  • Each family should be provided medical home
